Johnson said he would ask lawmakers to vote Monday on a motion calling for an early election. Johnson has been mulling his next move since Tuesday, when lawmakers blocked his attempt to fast-track an EU divorce bill through Parliament in a matter of days. Lawmakers said they needed more time to scrutinise the legislation, making it all but impossible for Britain to leave the EU on the scheduled date of 31 Oct. with a deal. The British government has been awaiting the EU's decision on whether to postpone the UK's departure to prevent a chaotic no-deal exit. The request for a delay until 31 Jan. was ordered by Britain's Parliament to avert the economic damage that could come from a no-deal exit. Though the EU has not given its answer, Johnson said it looked like the EU would grant the extension — and with it kill off Johnson's oft-repeated promise that Britain will leave the EU at the end of this month. "I'm afraid it looks as though our EU friends are going to respond to Parliament's request by having an extension, which I really don't want at all," Johnson said. Britain's next scheduled election is in 2022. If Johnson wants an early election, he needs to win a vote in Parliament by a two-thirds majority, or lose a no-confidence vote, which so far opposition parties have refused to call. The main opposition Labour Party has said it would "support a general election when the threat of a no-deal crash-out is off the table." European Council President Donald Tusk has recommended that the other 27 EU nations grant Britain a delay, yet many of the bloc's members are weary and frustrated at Britain's interminable Brexit melodrama. But they also want to avoid the economic pain that would come to both sides from a sudden and disruptive British exit. So they are likely to agree, although politicians in France say President Emmanuel Macron is pushing for a shorter extension than the three months that Britain has asked for. Johnson has vowed that, sooner or later, the UK will leave the EU on the terms of the deal he negotiated with the bloc. He said the 12 Dec. election date would give lawmakers more time to scrutinise his bill, because Parliament would be in session until the formal campaign started on 6 Nov. "So, the way to get this done, the way to get Brexit done, is, I think, to be reasonable with Parliament and say if they genuinely want more time to study this excellent deal they can have it, but they have to agree to a general election on 12 Dec.," Johnson said. Meanwhile, UK police and politicians have sounded alarms about what could happen in Northern Ireland under Johnson's proposed Brexit deal, with the region's police chief warning that a badly handled divorce from the European Union could bring violence back onto the streets. Honestly, it wasn’t so much the white sands or blue waters as it was the people of the island that made us fall in love. With big smiles and even bigger hearts, we were always welcomed back. When my grandparents were told that there were kids on the island that needed help, they were overjoyed to be able to provide that for them. Cayman Campbell Miss Nadine’s needs your support It seems the Grand Cayman government and CEO of the Verdant Isle consortium (the preferred bidder on the new port project) are listening to the concerned voices regarding the reckless destruction and dredging of marine wildlife and beautiful reefs. The new plans show a reduction in dredging and are being put through an environmental impact assessment. Unfortunately, this still does not save all the reefs or keep the construction out of the ocean, nor does it address the addition of 1 million cruise ship tourists to an existing 1.5 million already crowding the small island. Caymanians should have the final say when they vote 19 Dec. for or against the project. There is speculation this date was changed and set as an obstacle to get the percentage of votes needed as people will be out for the holidays. It’s a heartless business when it is fuelled by money and profits at the expense of beautiful and natural things. This is not just a problem for the residents of the island. The impact on the island and environment can be catastrophic. Unfortunately, I am not a resident of Grand Cayman and cannot vote this coming December but I am urging the residents to back and support the people- initiated referendum opposing the new port in George Town for monstrous cruise ships. I have created and started a petition of my own for non-residents, hoping to lend a voice to the importance of preserving what is left of the island’s natural resources. This petition is proof that not only Caymanians care for the well- being of a balanced ecosystem for the reefs and animals who also call it home. It’s a planet issue, not just a ‘registered voter’ issue. I can only hope this petition will bring added attention to help save Grand Cayman and its reefs. Calling the poll “an historic moment”, Roper said he had every confidence that the vote, scheduled for 19 Dec., would continue the island’s track record of holding “free and fair” elections and referendums. He suggested a large turnout would be good for democracy. “I hope that as many people as possible will want to vote, including our civil servants, who have the same democratic rights as other registered electors,” the governor said in an emailed response to questions from the Cayman Compass. The nature of the referendum rules, outlined in the Constitution and the bill for this poll, which will be debated in the Legislative Assembly next week, means that more than half of Cayman’s registered voters must turn out and vote against the project for it to be halted. People who don’t show up at the polls will effectively be counted as a vote in favour of the cruise port. Despite that dynamic, the governor said he hoped people would use their right to vote, whether or not they support the port project. “Some countries make it compulsory to vote, seeing it as a civic duty,” he said. “In Cayman, and the UK, we do not adopt that practice. Under our system, everyone has the democratic right to choose whether they wish to vote or not. “But I believe it strengthens our democracy if there is a strong turn- out in referendums and elections.” The Opposition and the Cruise Port Referendum Cayman campaign group have both raised several concerns about the rules and regulations for the December poll, as currently outlined in the draft bill. These include the provision allowing bars to remain open on polling day and the “disenfranchisement” of some 200-plus voters who registered to vote earlier this month but who will not be added to the voters list until January. Roper, who met with members of the campaign group, has not commented on those concerns at this point. “These are matters for government and will be debated in the Legislative Assembly,” he said. The governor said his role in the proceedings was to listen to both sides, to ensure the rule of law is upheld and to support the Supervisor of Elections and his team in holding a “fair, transparent and efficient vote”. He has not taken sides in the debate, but said he was encouraged that Cayman’s people were exercising their democratic rights. “It is an historic moment as we embark on Cayman’s first People’s Initiated Referendum. Stepping back from the debate, it is a positive example of our community engaging through our democratic system to express their views,” he said. He confirmed that international election observers from the Commonwealth Parliamentary Association will arrive in the Cayman Islands approximately one week before Referendum Day, although they will begin analysis of the poll remotely before this date. They will meet with relevant parties before the poll and issue a report afterwards. Roper said the association was highly respected and should add extra confidence that the poll would be conducted in a fair manner. “International observation of elections and referendums is an important means of providing an independent assessment of all aspects of the electoral process in accordance with international obligations, commitments and standards for democratic elections,” he said. The Referendum Bill also provides for the premier, leader of the opposition and CPR Cayman to appoint local observers to scrutinise the issuance of postal ballots, the conduct of mobile voting, polling on Referendum Day and the counting of the ballots. “This is an important part of the process and helps to ensure transparency and accountability,” Roper added.
