Rezoning application submitted to CPA Regionalbriefs Jamaica styrofoam ban now in effect The Jamaica Gleaner reports that as of Wednesday, a ban is in effect on the local manufacture, distribution, and use of expanded polystyrene foam products used in the food and beverage industry. This is being done as part of initiatives to place greater focus on pollution control. “Much like the plastic bag … we expect that some [products] will take a little while to be fully used up, but we do expect that early in the New Year you will see a marked reduction in the use of Styrofoam food containers,” Senator Matthew Samuda said. He said the ban on expanded polystyrene foam products is better for the environment and for public health. Samuda also reminded Jamaicans that persons who breach the ban will face the full force of the law. The maximum fine under the Trade Act (Trade Plastic Packing Material Order) 2018 is JA$2million, while under the NRCA (Plastic Packaging Prohibiting) Order 2018, the fine is JA$50,000. Both Orders carry a term of imprisonment of two years. Death toll from influenza virus moves up in Trinidad The Jamaica Gleaner reports that Trinidad’s Ministry of Health said the number of people who have died as a result of the influenza virus has risen to 37. The ministry is reiterating its appeal for persons to get vaccinated. In a statement, it said that, as of Friday, 27 Dec., the cumulative number of vaccines administered to the public for this flu season was 48,411 and the number of suspected influenza cases for the year was 3,434. It further said that 37people had died as a result of the flu. The statement reminded the population that the influenza virus is serious and is generally more severe than the common cold. A man was critically injured in a single-car accident on the Queen’s Highway in East End early on Monday. According to police, shortly before 1am, officers responded to a report of a crash involving a white Kia Rio. The car had been travelling westbound when it left the roadway and collided with vegetation and a garbage crate, before coming to rest on the roadside, police said. Emergency Services attended the scene and the sole occupant of the vehicle was transported to the Cayman Islands Hospital to be treated for serious injuries. He remained in critical but stable condition on Wednesday. This was the second serious single-car accident to occur that night. In his video message, McLean said that, over the last 10 years, the Cayman Islands population had increased from 56,000 to 66,000 and GDP had grown from $3.6 billion to $4.6 billion, but stated that the economic growth was badly managed and fuelled largely by inflation. He said the resources and capabilities of Caymanian people remained untapped “as a result of both the PPM’s and CDP’s strong belief in trickle- down economics, whereby Cayman’s future success is dependent on rich investors coming to our rescue after receiving very large government concessions”. He added that he believed that Cayman would achieve greater success by expanding opportunities for Cayman’s working men and women. McLean stated that loans to private commercial companies had fallen from $775 million at the end of 2007 to $679 million by the end of 2018, but loans to households had increased from just under $1.3 billion in 2007 to almost $2.2 billion at the end of 2018. “Simply put, we are becoming a population of debtors, and it is important to look at ways to reduce the cost of borrowing and increase the disposable income of our people.” He also addressed Cayman’s traffic congestion problem, saying it had caused a major loss of productivity in Cayman’s service base, and also criticised the government’s handling of delays in the collection of garbage on the islands, stating, “Collection has reduced from twice a week to once per week to you guess per week.” See www.caymancompass. com for the full video message. In his new year message to the Cayman Islands, Premier Alden McLaughlin acknowledged that issues of the cruise port dock and same-sex marriage will be challenging ones for his government in 2020. He said both were “important constitutional matters to be settled in early 2020”, with the Legislative Assembly turning its attention to same-sex partnerships and the courts considering a judicial review on the people-initiated referendum on the cruise berthing and cargo port project. “Both issues have proven to be divisive ones and I hope that, whatever the outcome on each, that we all accept the decisions and come together as Caymanians and residents,” he said. While lauding Cayman’s growing economy, stating that Caymanian unemployment, at 4.5%, fell to its lowest level in a decade in 2019, the premier said such success brings its own challenges, including Cayman’s ongoing “traffic woes”. He said the National Roads Authority would be working to reduce congestion and “smooth traffic flows at critical junctions and to increase capacity”. He added that the government would be considering an “improved, fit-for-purpose” public transport system that would negate the need for the growing number of cars on local roads. He said it was up to the government, businesses and individuals to maintain Cayman’s economic prosperity, “and, in so doing, we will protect our progress as a country, our political and financial stability and our social cohesion that is so important. All of this has been hard won over many decades and can be easily lost, should we take it for granted”. Same-sex marriage On Monday, the Cayman Islands Human Rights Commission called on the Cayman Islands government to expeditiously meet its obligations under the Bill of Rights as set out by the Cayman Islands Court of Appeal ruling on same-sex marriage last month. “This topic continues to be an emotive one for our community, however a fundamental principle is that the Constitution will respect, and will protect, the rights of the minority even if the majority will not,” the commission stated. In his new year’s message, Premier McLaughlin did not set out a timeline for precisely when the government would address the issue, but said it was important for “us as legislators to determine the best way forward for our islands and find a solution that works for Caymanians”. He added, “If we abrogate our responsibility to do so, we must accept that the United Kingdom will legislate for these islands as the Court of Appeal has suggested they do. That would be the worst possible result for these islands, not just with regard to same-sex partnerships, but more generally.” Port project McLaughlin said he remained confident that the cruise berthing and cargo dock was supported by “most Caymanians”, stating that if electors vote to go ahead with the dock, then government would move the project forward. However, he said, if he were wrong and the majority of the electorate vote against the dock, government would accept the result and halt the project. He added, “If the no vote fails to reach the required threshold [of more than 50% of the entire electorate], I call on those opposing the government’s case to accept the result for the project to go ahead. This does not mean that the day after the referendum, there will be dredging in George Town Harbour.” He said work would continue to determine how best to mitigate environmental concerns. Financial assistance In 2020, the premier said, the government would also be offering more support to the vulnerable members of the community, by granting more financial assistance to retired civil servants, seafarers and pensioners from January. The monthly income for those individuals would increase from $750 a month to $850 a month, he said, with further increases to be introduced in January 2021. Also this month, civil servants will see a 5% cost-of-living salary increase, which the premier said would also spur private sector companies to stimulate wage growth. McLaughlin said 2020 would also see the extension of a government scheme for Caymanian first-time home buyers, which exempts the first $400,000 of the purchase price from stamp duty. Landfill The premier said capping of the George Town landfill would begin in 2020, describing it as a first step in ending Cayman’s “unsustainable reliance”. He added that Cayman would see increased recycling and the introduction of a waste-to- energy programme. Darvin Ebanks is one of hundreds of cullers who have been removing green iguanas from Grand Cayman throughout 2019. cullers have been out in force throughout the year. Armed with air rifles and nooses, they have cleared the treetops and canalside lots, decimating the populations of the invasive lizard. The drastic action followed years of concern over the impact the exploding green iguana population was having on the ecosystem of Grand Cayman. The latest survey done by the DoE in August suggests the cull is working, with the population numbers dropping more than 90% since last year’s count. The survey estimate suggested there may be as few as 103,000 green iguanas left in Grand Cayman. Another invasive lizard found While the cull focused on green iguanas, cullers discovered a knight anole at Vigoro Nursery in Lower Valley, during the second month of the hunt. The species caused concerns when it was first discovered, as local environmentalists note that it can be problematic when introduced to environments outside of its natural range. Like green iguanas, knight anoles are prolific breeders that could put native species at risk. However, the DoE stated that the species is believed to be here only in small numbers. There were no more reported discoveries of the knight anole following the first finding during the cull. Cull registration The great green iguana cull began in late 2018. On 29Oct., 348people registered to take part. During the first week, cullers delivered 53,953 green iguanas to the George Town landfill, the largest number recorded in a single week. Since then, numbers have fluctuated from that high to a low of 4,925 in the 40th week. The cull numbers slowed throughout the summer months, as hunting efforts were impacted by heavy rainfall during the wet season. The DoE’s terrestrial resources manager Fred Burton said he was delighted with the response from the public at the time. Cayman’s green iguana cullers are paid $4.50 per iguana, with that sum rising to $5 if they meet monthly and annual targets. The cullers hit the one million target within the first year of the effort. Burton told the Cayman Compass at the time, “It is a credit to the cullers who have been going at this with gusto, and I am glad to see we have passed that 1million mark.” Iguana on the menu Cayman Islands chefs made use of the thousands of culled animals. Thomas Tennant, one of the chefs who helped pioneer an “eat ‘em to beat ‘em” approach to tackling the invasive lionfish took a similar strategy with green iguanas. Tennant said making the invasive lizards a marketable food source was the only way to ensure numbers stayed down in the long term. He demonstrated at Taste of Cayman, the KAABOO festival and Cayman Cookout to help convince more chefs to get involved. Tennant acknowledged at the time that people were reluctant to eat lizard, but he believes both lionfish and iguana have a unique appeal to eco-conscious diners who want to eat meat while helping the environment. The cull continues The budget was renewed for a continued effort to suppress green iguana numbers and prevent them from rebounding. Burton said it would be necessary to keep going. “We’ll continue through next year and the year after. I think it is quite important to do that, even though the culling numbers are going to be much, much lower,” Burton said. He added, “If we slap ourselves on the back and say ‘Job well done’, it is only going to be a few years before we are back where we started. ADMINISTRATIVE CLERK Job Description: • Maintain updated systems for filing, inventory, mailing, and databases • Compile and maintain records of office activities and business transactions • Manage work schedules, calendars, and appointments • Obtain information to respond to requests by reviewing files, documents, and records • Take inventory and order materials, supplies, and services as needed • Troubleshoot problems that arise with office equipment • Perform basic bookkeeping and banking transactions, including the collection, counting, and disbursement of money • Prepare and mail bills, invoices, checks, and contracts Qualifications: • Training as evidenced by a minimum of an Associates’ Degree from an accredited university or college in a relevant field, such as business or retailing • A minimum of (3) three years of administrative experience, preferably in the area of Food Service Industry • Must be able to read, write, speak and comprehend fluent in English • Must be computer literate and experienced with regard to general office software packages such as Microsoft Excel, Word, Outlook; Also proficiency with QuickBooks is desired Applicants should forward a detailed resume, reference letter from previous employer, and a current police clearance certificate.
