Daggaro clears land for its Brac airbase Aviation company Daggaro has begun mechanical clearing of land next to Cayman Brac’s Charles Kirkconnell International Airport, to prepare for constructing its aircraft parking apron and hangar from where it will operate its two Black Hawk helicopters. The Switzerland- headquartered company, which says its work will involve search and rescue, disaster response and medical evacuation services across the region, will operate its fl ights from an airfi eld beside the airport. Daggaro’s plan to set up a $12 million airbase on the island has met opposition from several Brac residents, as well as from the National Trust. The company’s CEO Myles Newlove, in a press release issued 16 April, said Daggaro had “tried very hard to balance development with environmental protection”, and that the current clearing work was “in accordance with Cayman planning approval”. Moment of silence for Duke of Edinburgh Cayman fell silent at 9am on 17 April, as a mark of respect for the passing of Prince Philip, Duke of Edinburgh, to coincide with the offi cial funeral, which took place at Windsor Castle. Governor Martyn Roper refl ected on the “moving and solemn funeral” on his Facebook page over the weekend. “I know the thoughts and prayers of of all of us in the Cayman Islands will be with The Queen and other members of the Royal Family at this diffi cult time,” Roper said. Across the jurisdiction, tributes took place, including at the rugby club in South Sound, where training stopped so players could pay their respects. COVID-19 update As of 21 April, Cayman had 20 active cases of COVID-19, all incoming travellers currently in isolation. Two of the cases are symptomatic, with none requiring hospitalisation. Cayman has recorded 531 COVID-19 cases overall, with 509 recovered. To date, 63,838 Pfi zer- BioNTech vaccines have been administered, with 34,786 people – 54% of the estimated population of 65,000 – receiving at least one dose; 45% have completed the two-dose course. As of 21 April, 798 people were in isolation, either at a government facility or their homes. Man arrested following stabbing in Bodden Town Police arrested a 39-year-old man on suspicion of wounding after a man was stabbed on 18 April in Bodden Town. According to a police press release issued two days later, offi cers responded to a report of an assault involving a knife shortly before 10:30am at Coe Wood Beach. Police said, “It was reported that two men had been involved in an altercation when one man brandished a knife and struck the other in the head with it. The victim then left the location in order to travel to the Cayman Islands Hospital via private vehicle. “Offi cers and emergency services met the victim en route, and he was transported the rest of the way via ambulance. He was treated for his injuries and subsequently discharged.” The suspect was arrested shortly afterwards. Police said he was also injured in the altercation and transported to the Cayman Islands Hospital for treatment. He was later discharged and then taken into custody. Crisis Centre rejects Bush $ The Cayman Islands Crisis Centre has rejected any monetary contribution from West Bay West MP McKeeva Bush, who was convicted of assaulting a woman last year. “Violence against women, men or children is unacceptable and we pledge to continue to work on eradicating this violation of human rights from our islands,” the Crisis Centre board of directors said in a statement issued on 20 April. The proposed contribution, 10% of his salary, formed part of Bush’s deal with the Wayne Panton-led PACT team that was announced 19 April, which positioned his return to the Speaker’s chair. In its brief statement, the Crisis Centre board said it was not aware of the understanding between PACT and Bush regarding the donation of funds in advance of their announcement. “[S]hould the proposed donation come to realization, we will respectfully decline the offer,” the statement said. The independent MP for Newlands was the only person nominated for the role as the 19 new Members of Parliament met for the first time since last week’s general election. Dressed in a black suit and purple tie, Panton gave a brief smile of satisfaction as he accepted the instruments of office from Governor Martyn Roper, bringing to an end a tumultuous week in Cayman’s political history. There were cheers in the gallery and from the crowd watching on large screens under tented canopies outside Parliament as the new premier was confirmed. Panton will lead a team of independent representatives, dubbed PACT, with Bodden Town West MP Chris Saunders as his deputy. The new Cabinet will include Panton and Saunders alongside Sabrina Turner, André Ebanks, Kenneth Bryan, Jay Ebanks, Bernie Bush, and Juliana O’Connor- Connolly, who switched sides at the last minute to take a ministerial post. The portfolios for each Cabinet member has yet to be announced. Panton: The people have spoken Speaking outside Parliament after his election, Panton said it was an “awesome” privilege to lead Cayman. He said the “love, encouragement, words of support and unwavering belief” of the people had helped him through “one of the longest weeks of my life”. “The Caymanian people have spoken loudly and clearly. We are charged with being their voice, their advocates and their representatives.” Panton added that all 19 MPs now have a constitutional and moral responsibility to help ensure the will of the voters is reflected in the policies of the next government. He had conciliatory words for former Premier Alden McLaughlin, thanking him for his service and for the “miracle of life without masks” that Cayman still enjoys amid the global COVID-19 pandemic. He said the jurisdiction would “forever be thankful” for his leadership and vowed not to reopen the islands’ borders until it was safe to do so. After a week of tense negotiations, during which the Progressives and Panton’s team both struggled to firm up their coalitions, the transition on the day was relatively smooth. Despite the uncertainty of the last seven days, Panton said democracy had worked as it should, and he called for calm and unity. “The campaign… is over,” he said, “and the songs, memes, posts, photos, dances and rants that have filled up our social media space during the campaign and shortly thereafter must now cease. We must always ensure that our behaviour reflects dignity and respect, even for those we may disagree with and this contributes positively to our national discourse.” There was a jubilant atmosphere among the supporters of the independent coalition and their friends and families as the new Cabinet was officially sworn in by Roper outside of Parliament. Panton, speaking just after 6:30pm, said, “Today, this moment, this time, belongs to all of us who believe their government should be, can be and must be people-driven, accountable, competent and transparent.” The last five words of that statement are the basis for the PACT acronym his group has assumed. “The independent candidates won the largest share of the vote,” he added. Policy platform Despite some policy differences within the group, he said they had focussed on what united them and would collectively seek to tackle income inequality and create a fairer Cayman. He said they would seek to “uplift and better the lives of every Caymanian and those who call the Cayman Islands home”. Highlighting inequality, environmental concerns and rising cost of living among key issues, he said his group would fight for equality for all. He spoke out against divisions based on race or nationality, saying, “We are one Cayman and must continue to build on that going forward.” As the light faded outside Parliament, Panton vowed to introduce sustainable policies to protect the environment. “Our carbon footprint is too high and we need to quicken the pace towards clean renewable energy, which is essential, as is our need to ensure that climate change resiliency measures are considered and implemented in everything we do,” he said. “The loss of irreplaceable mangroves and possible extinction of marine life is a price too high to pay.” Tense week The former environment and financial services minister was able to deliver his victory speech after a difficult week of talks to secure an independent-led coalition. The final pieces fell into place on the morning of the ceremony. McKeeva Bush confirmed on 19 April he had agreed to become Speaker and assist Panton in forming a government. But it was not until early 21 April, when O’Connor-Connolly and Isaac Rankine’s switches were confirmed, that he was able to shore up a majority. After the ceremonies, there were 11 members on the government benches and seven, led by Roy McTaggart, the new leader of the Opposition, on the other side. Bush was re-elected as Speaker after a tense secret ballot, which went 12-7 in his favour. Katherine Ebanks- Wilks was voted in as his deputy. Bush: Our democracy remains intact One of the few people to speak at the official ceremony, Bush said, “Our democracy, once again, has been tried and tested and our democracy remains intact. No guns boomed.” He praised Panton as a “capable lawyer and businessman” who would lead a strong team. “This Cabinet is as good as any I have seen. They must be given the chance to do the work they were elected to do,” he said. There was no direct reference to the controversy surrounding his conviction for assaulting a woman, a discussion that dominated the pre-election debate, with many candidates, including Panton, saying they did not want to work with Bush. As part of his agreement with the independent group, Bush gave an apology, vowed to sign a code of conduct, and offered a portion of his salary to the Crisis Centre, which the charity’s board rejected. As he donned the Speaker’s wig and gown once more, he said it was time to move on. “Caymanians must pull together and there is no time to bicker and plot.” He added, “Mistakes are in the past, we move forward now. We move forward ever upwards and onwards.” Roper highlights challenges ahead Roper, who presided over the official ceremonies and swore in the 19 MPs, told them, “You are privileged to have been chosen by our people to represent them. I urge you to have the best interests of the people of these wonderful islands in your hearts and minds.” He highlighted challenges ahead to “reopen the borders and build back better in the midst of this global pandemic”. Roper paid tribute to outgoing Premier Alden McLaughlin for his service and for his leadership during the COVID-19 pandemic and expressed confidence in the new crop of MPs and in the new government. Panton and his Cabinet held their fi rst meeting on 22 April, to discuss their way forward and portfolio assignments, among other issues. The premier said he and his team were glad to get to the point of fi nalising the new administration, but now “the hard work starts going forward now”. He added, “We have a lot of people that are looking to us for guidance, looking to us for support, looking to us to take the country forward in a way that benefi ts them, that addresses a lot of the issues that exist that they’ve been concerned about... It is now our obligation and duty to do this.” While his team consists of new independents, as well as Progressives member Juliana O’Connor-Connolly, who broke ranks to be part of the government, Panton said he is confi dent in their resolve to effect change as the responsibility of running the jurisdiction falls on their shoulders. “We have a young government, but you know what, there’s always the talk about Caymanians not being experienced enough. Somebody has to start somewhere. "We’ll get good training for these guys and these ladies and I am sure they’ll do a fantastic job because they have it right here in their heart, they care, they are concerned about the people, and they will deliver for their people to make their lives better,” he said. Deputy Premier Chris Saunders shared Panton’s view, saying the focus now is on setting Cayman on the right course. “There is a lot of stuff that we campaigned on and there are a lot of people still struggling, the borders are still closed, the economy is not at 100%. One of our fi rst priorities is to get our strategies lined up and try to hit the ground running,” he said. He said it is full steam ahead, “there is no time to celebrate”. Bush U-turn The premier acknowledged criticism levelled against him for joining forces with West Bay West MP McKeeva Bush when he was adamantly against him after his arrest and conviction for assaulting the female bar manager at Coral Beach last year. “We can’t ignore the fact that he is a re-elected member, he’s a representative for West Bay West. He’s a part of Parliament. There’s nothing we can do about it and, whatever our concerns are, we have to work with him because the people of West Bay West are our people as well,” he said. Panton pointed out that the previous administration, which was led by then Premier Alden McLaughlin, called an early election and Bush was re-elected. “They asked the country to vote on it,” he said. It was in the face of mounting pressure and the Opposition’s plan to bring a no-confi dence motion on Bush that the Progressives-led administration called the early election. However, prior to this, McLaughlin said he could not remove Bush as his government would have collapsed while they were in the midst of dealing with the pandemic. The West Bay West MP had also refused to resign. McLaughlin did, however, opt not to call for a sitting of the House after Bush’s conviction, preventing the MP from exercising his duties as Speaker. Bush looks to the future The veteran MP hailed his triumphant return to the House saying he was “very optimistic” as the new PACT government took offi ce. “I think we have a good grassroots government. The people voted for change from the grassroots level and I think that the country has to take notice of that and the other powers that be,” Bush told the Cayman Compass in an interview on 22 April. People, he said, wanted to see changes that they believe will affect their children’s future positively, “a change for better with education, a change to lower the cost of living.” Although his removal was part of that call for change, Bush did not appear phased by the criticism. As part of his deal with PACT, Bush apologised for his actions last year surrounding the assault and subsequent conviction, and committed to paying 10% of his salary to the Cayman Islands Crisis Centre and to the immediate implementation of a parliamentary code of conduct. The Crisis Centre board of directors declined his proposed donation. “I have served the people in this country for 36 years. I’m human… I made mistakes, but there were other mistakes that were made, and I won’t get into that. I have made my apologies, my sincere apologies. I have enough people in my constituency that I give to every month. I give to people throughout this country… women, single mothers with children for all sorts of needs. So, I’ll continue to do that,” he said. Bush’s ascent to the Speaker's chair was not without its moment of drama on 21 April, as the Roy McTaggart-led Opposition provoked a contested ballot for the prized position. The Progressives leader proposed Barbara Conolly as nominee for Speaker. In doing so, he gave members a chance to take Bush out of the running, but in the end, the MPs voted in line with publicly-stated allegiances. It seems logical to deduce everyone in the Progressives alliance voted for Conolly while Panton’s team gave him the thumbs-up for the post. Bush said he did not have any doubts that he would be successful, “because I helped form the government with the PACT”. Ebanks-Wilks lauds election of 5 female MPs West Bay Central MP Katherine Ebanks-Wilks may have claimed the scalp of Captain Eugene Ebanks, ending his fi ve-term winning streak, but, for her, the real historic win is that there are now more women legislators than at any other time. “I’m very excited mainly just to know that I’m now a sworn- in member of Parliament, but especially for the women to be a part of history where we have now the largest number of women in Parliament. I feel that it’s a sure sign of progress,” Ebanks-Wilks told the Cayman Compass in a brief interview on 21 April. She is one of fi ve females MPs who were victorious at the polls, four of whom are on the government bench. Ebanks-Wilks, who was originally tipped for a Cabinet spot in the PACT government, gave up her ministerial post when Progressives MP O’Connor- Connolly opted to switch to PACT. While she will not hold a portfolio, Ebanks-Wilks was elected deputy Speaker of the Parliament and will work together with Bush. She said she was pleased to see the Caymanian people have been able to accomplish “what they set out and what they desired, which was an independent led- government. I’m really excited for what we’re going to do for the people of the Cayman Islands.” Meanwhile, West Bay North MP Bernie Bush has been sworn in as a Cabinet member and he said he was honoured to serve in that capacity. He said he was not sure what ministry he would be assigned, but he would like to take a stab at the fi ght to get Cayman kept off the blacklist. “It is very humbling when you’re put in this position, with this much responsibility. It’s nothing but seriousness now, it has to be taken very seriously because you have to do things that can affect the lives of people. Our country here is a good place to live and we have to improve on what we have. We can’t hand it back to our children worse than what it was,” he said. He added there is a lot of work to do, but the MP became emotional as he said he was looking forward to spending time with his daughter now that things have settled down.
