LONDON (UPI) - In an appeal for support for its belt-tightening policies and an indirect warning that failure could lead the way to a Government of the extreme Left, Prime Minister Margaret Thatcher's conservative Governmen Friday announced a publicity campaign based on the slogan, "If you care about Britain, keep it out of the red." Government sources said Mrs. Thatcher was determined to press ahead with policies aimed at reducing Government spending and restoring the scope for private initiative.

The Government took comfort from the fact that Welsh coal-miners Friday appeared likely to reject a union strike call. Miners at 17 out of 36 colliéries in South Wales voted not to join the indefinite stoppage called by labour leaders to protest a proposed closure of several steel plants that would mean reduced demand for coal.
