Topping the list of Queen's Birthday Honours in Cayman is Chief Secretary Dennis H. Foster who is to become a Commander of the Most Excellent Order of the British Empire, CBE
George Town businessman Richard Arch was named an MBE of the same order.

The Certificate and Badge of Honour wil go to Mrs. Theoline Wellington, of George Town and Arthur Vander Dilbert, of Cayman Brac.

The Long Service Police Medal is being awarded to Deputy Commissioner Roy St. Aubyn Archer and Sergeant Fredence Robert Ebanks.

Mr. Foster has been Cayman's Chief Secretary since August 1976 and was many times Acting Governor and Deputy Governor during Governor Thomas Russell's absence from the islands.

The 50-year-old Bracker first joined Government service in Cayman Brac in May 1950. Nine years later, he was seconded to the Turks and Caicos Islands as Assistant Administrator for a 15-month spell.

He became the Brac's District Administrator soon after his return, and in 1968 he was transferred to Grand Cayman. Mr. Foster was Principal Secretary for Health Education and Social Services from 1972 to 1976 before being appointed Chief Secretary.

Mr. Arch, born in Georgetown in 1938, began his working life at sea, but soon joined British West Indian Airways where he worked his way to manager of the operation. During this time, he served a four-year term as representative for Bodden Town in the (Cont'd. on page 2) (from page 1) Legislative Assembly. He and his wife, Margaret, started Margaret's Boutique about 14 years ago.

When British West Indian Airways suspended operations in 1971, Mr. Arch purchased the English Shoppe and has been a full time businessman since.

He is serving on numerous statutory boards, and has been active as chairman of the National Council of Social Service since its inception. He is also a Director of 1st Cayman Bank and Air Jamaica's respresentative in Grand Cayman. Mrs. Theoline Wellington, Cub mistress and church elder of George Town, has lead the George Town Cub Scouts for many years.

Mr. Arthur Dilbert, builder and shipwright of Cayman Brac, affectionately known as Uncle Arthur, is still building boats in the old tradition.

Mr. Archer, a Jamaican by birth, came to Cayman in 1961, became a Police Constable in 1962 and rose through the ranks of his present position as Deputy. Commissioner of Police. He received the Colonial Police Medal for Meritorious Service in 1979. Sergeant Ebanks is Honourary Aide-de-Camp to His Excellency Governor Thomas Russell.
