The decision was announced at a news conference here after the FIFA executive committee met to choose new hosts following Colombia's withdrawal for financial reasons last October.
Mexico gained selection ahead of two other candidates, the United States and Canada.
FIFA President Joao Havelange said at the news conference that the executive committee had decided unanimously, with no vote taken, in favour of Mexico which staged the 1970 finals and is the first country to be awarded them a second time.
The result was widely forecast with American optimism based on the presence here of Henry Kissinger, former U.S. secretary of state, at the head of their delegation. Canada were generally regarded as the least likely to be selected.
Mexico's selection was virtually assured when on March 31 a special FIFA subcommittee, set up to examine the three canadidates' claims, announced the Mexican application was the only one to meet all requirements. The subcommittee then visited Mexico but declined to go on to either the United States or Canada.
"Having visited Mexico, the special subcommittee considers its work to be completed," FIFA said at the time.
