LONDON, Reuter Arsenal won the English league soccer title before even taking the field yesterday thanks to a 2-1 defeat of outgoing champions Liverpool by Nottingham Forest. Second-placed Liverpool, who had to win to keep any hope of preventing Arsenal from taking their second title in three years, lost to a goal in each half from the FA Cup finalists.

Liverpool's defeat left Arsenal, playing European Cup Winners' Cup finalists Manchester United later at Highbury, four points clear with only one match remaining.

Nigel Clough, son of Forest manager Brian, put his team 1-0 ahead with a calmly taken penalty in the 14th minute after Steve Staunton had brought down winger Gary Crosby.

Liverpool, beaten 4-2 in the league by Chelsea on Saturday, made little impact in a first half dominated by Forest and seemed to have resigned themselves to second-best.

They livened up after the break and were rewarded in the 56th minute, the equaliser coming from another penalty.

Defender Steve ve Chettle downed striker Ronnie Rosenthal and Danish midfielder Jan Molby hit home from the spot.

Midfielder Ian Woan, who used to support Liverpool before joining Forest as a bargain-buy. from minor-league Runcorn, wrapped up the match in the 64th minute.

He chested down a poor clearance before firing into the top right hand corner from the edge of the penalty area.
