The critical part of new safety and security measures at Spotts Landing has been completed.
Improvements to Spotts Dock to bring it up to newly required standards as a secondary cruise ship support facility for Grand Cayman began recently.
The facility has to come into compliance with the International Ship and Port Facility Security Code, which is mandated for cruise port facilities worldwide.
The code comprises a set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to the maritime industry in the wake of the 9/11 attacks in the United States.
A fenced enclosure, which goes from the water right up to near the road, was put up at the support dock last week and this is the most critical aspect of the new upgrade, said Port Facility Security Officer with the Port Authority Joseph Woods.
The driveway also needs to be worked on and the Port Authority Board of Directors is to decide whether buildings to house offices for customs, immigration and port security will need to be accommodated on the Spotts site.
However, Mr. Woods said, since the facility is not used very often, there may be no need for the construction of these buildings.
A United Kingdom Security Advisor will be visiting Grand Cayman at the end of this month and following this it will be decided when the Spotts facility can become operational once more, he said.
When waters are too choppy for cruise ships in George Town, Spotts Landing cannot be used for disembarkation until it comes up to the special security standards.
Currently the dock can only be used for emergencies.
Mr. Woods said that the most the Spotts facility will handle is two cruise ships.
This season, six days of cruise ship business have been missed because of rough waters. There were two days in December and four days in January when ships could not call to Grand Cayman because of the weather.
