The issues effecting special education are not uncommon.
It is critical to look at general education and special education as having a symbiotic relationship- specifically; why was the student referred to special education from general ed?
What was done prior to referral and placement in special ed?
What will the student get in special education that they could not get in general education?
Is placement done by instructional needs or by disability?
Special education should not be seen as a placement but a source of instructional adaptations and modifications?
The recent education report seems have done an excellent job at looking at systemic issues.
I suggest a next step look at general education and special education classrooms.
Ask the question – is a student getting special education because of their unique needs or educators not knowing what to do with kids who need instructional modifications?
