There is a widely held perception that import duties in Cayman are set at such a high level that it is OK to try and avoid them.
And it is easy to avoid them; just take the labels off, take items out of their boxes and only declare things that can’t be disguised.
Only honesty and good faith will lead to an increase in collections and the government can lead the way by reducing duty. There is ample historical evidence to suggest that reducing a punitive tax, (especially a poorly enforced one, will dramatically increase the amount of revenue collected because people are more willing to pay.
If the rate of duty is halved you only need twice as many people to pay to break even. At the moment about 1/5 to 1/10 of disembarking passengers are declaring what they should.
