Crash death

A fatal collision on the Esterley Tibbetts Highway claimed the life of Richard Martin, 52, a student at the St. Matthew’s University Medical School.

The driver of the SUV that collided with Mr. Martin’s on 30 November was arrested and charged with causing death by dangerous driving and causing death while driving under the influence of alcohol.

Rape suspect captured

Police captured rape suspect Jeffrey Barnes at an apartment in Ocean Club in Spotts following an island-wide search.

He has since been charged with rape, aggravated burglary with intent to rape and abduction and rape.

Filipino ban

The Cayman Islands was placed on a list of 41 countries where the export of Filipino labour was banned due to alleged inadequate protections against worker abuse.

Local government officials and Filipino representatives in Cayman were working through diplomatic channels to try to determine why Cayman was placed under the ban.

The government of the Philippines went on to release a statement advising the ban would be deferred.

District council boycott

Members of the opposition People’s Progressive Movement party boycotted the formation of advisory district councils.

PPM leader Alden McLaughlin said he considered the system of choosing district council members as undemocratic.

Cabinet appoints the 10 members of each district council, with the public having input on recommendations. The Opposition can recommend at least two of the members.

Jamaica visas

Regulations passed by the Legislative Assembly stipulated Jamaican nationals aged under 15 and over 70 who enter Cayman will not require a travel visa, but most adult Jamaicans still need to get a visa.

The change to visa requirements followed the refusal by Cayman Islands Governor Duncan Taylor to endorse a Cabinet proposal to ease visa requirements for Jamaicans.

Teen jailed

A judge sentenced 18-year-old Elmer Walter Wright to 16 years in prison for robbing Mostyn’s Service Station in Bodden Town and firing on police officers.

Wright was 16 when the robbery and shooting occurred.

Brac plane crash

Two men were killed when a small plane crashed on the Bluff on Cayman Brac on 13 November.

The victims, from Mexico and Colombia, died after the plane hit two electricity poles, as they apparently attempted to land on the paved Booby Bird Drive at Bluff Edge Estates.

Traffic Law

Lawmakers approved wide-ranging changes to the Traffic Law.

The changes include banning the use of hand-held cell phones while driving, requiring foreign nationals to take driving tests and allowing electric cars on public roads.

The amended law also outlaws clamping in public parking plaices and creates an criminal offence for inconsiderate or careless driving causing death.

Pastor Al

Pastor Al Ebanks, leader of the Agape Family Worship Centre in George Town, passed away on 18 November after battling a longtime illness.

Oil spill

Marine Police temporarily closed off the Sandbar in Cayman’s North Sound after a shipwreck of a yacht caused an oil spill.

The 72-foot yacht Flight had been trying to enter the North Sound through the narrow cut. Department of Environment staff said the rough weather and choppy seas caused the fuel to dissipate quickly.

Fiscal framework

Premier McKeeva Bush signed a Framework for Fiscal Responsibility document with the United Kingdom to meet debt limits by June 2016.

GLF deal

A leaked email revealed that West Bay MLA Cline Glidden Jr., who headed up the government’s negotiations with GLF Construction Corporation, recommended signing an agreement with the company to build cruise ship berths in George Town Harbour on 14 April. That same day, Premier McKeeva Bush wrote to GLF cancelling their framework agreement.

Two months later, Mr. Bush announced that he had signed a ministerial memorandum of understanding with China Harbour Engineering Company to move ahead with the project.

Shetty land deal

Developers of the Shetty medical tourism hospital finalised an initial purchase of land on which to build the hospital in High Rock in East End. The land’s owner, Joseph Imparato, would become a co-developer in the project, the developers said.
