As someone who’s been reporting on the restaurant industry for years, I can assure you that asking if a diner requires change is not the norm, and is an affront to people in the states as well. It’s just plain rude, and I’ve talked to many people who automatically decrease the tip they would have left if a waitperson asks if they want change.
