The NOVA Recruitment Insights and Salary Guide 2026 indicates that increasing approval wait times for permanent residents are impacting Cayman’s jobs market.
Permanent residents must apply to Workforce Opportunities and Residency Cayman (WORC) for approval if they are changing their job title. But Nova, which is part of CML Group, found that waiting times for that approval have increased.
“A growing friction point we are seeing in the market is the reduced mobility of Permanent Residents (PR holders) when moving into roles that involve a job title variation,” the report noted.
“In practice, the need to align to exact approved titles often means a variation must be processed before a move can proceed. With these amendments currently taking several months in many cases, PR holders can be delayed from accepting offers and starting new positions – making it materially harder for them to change jobs compared to work permit holders (WPH).”
The report, which is based on a survey of Nova candidates and clients, plus analysis of Nova job placements and Cayman Compass classified adverts, found that extra waiting times are having a direct impact on Cayman’s labour market.
Nova’s observation comes from “candidates and increasingly frustrated clients” as well as data on the success rates of permanent residents applying for jobs.
In several job categories, “the number of PR holders placed is notably low compared to WPH; while multiple factors may contribute, the consistency of this pattern suggests the data may be supporting the lived experience of slower, more restricted movement for PR holders in a market where speed to hire is often decisive,” said the report.
Delays distort government policy
Despite the fact that permanent residency is a more coveted and harder-to-achieve status than a work permit, the current system seems to favour permit holders, said immigration expert Nick Joseph.
“The reality is that a foreign person with no connection to Cayman can get a work permit in any role, in less than a week,” said Joseph, founder of immigration consultancy Reside Cayman. “A work-permit holder can be the subject of an application for a permit in a different role, which can also be determined in under a week.
“An established permanent resident must, however, often wait more than three months (or even longer) for their occupation to be varied before they are able to assume a role that was not approved on their certificate.”
According to the law, permanent residents could have their status revoked if they switched job titles without WORC approval.
This doesn’t just impact people’s lives, it also distorts government policy, said Joseph. “The sad reality is that despite the clear expectations of the legislation, some employers are being forced to employ work-permit holders in preference to qualified and available permanent residents and spouses of Caymanians – simply because of the time it takes to obtain required permissions.”
But these problems only apply to permanent residents who work in the private sector. Cayman’s recent immigration reform, which amended the Caymanian Protection Act on 1 May 2026, included an exemption that allows permanent residents working in the civil service to switch jobs without needing WORC approval.
