MIAMI, Florida – Law enforcement authorities on Thursday continued their investigation into finding who may have killed a construction laborer whose remains were discovered in two plastic bags in Biscayne Bay.

Late Wednesday night, Miami police identified the victim as Osben Laparra, 21, of Miami.

A bicyclist spotted the first bag floating in the water off Pelican Harbor about 8:45 a.m.

The discovery touched off an hours-long search by divers and police boats in the calm waters for additional remains.

About 12:30 p.m., police searchers found a second bag about one-fourth of a mile away in the water near 7899 NE Bayshore Ct.

Detectives later released a description of the remains: a man in his 30s, medium complexion with black, straight, medium-to-shoulder-length hair.

That prompted a call from Laparra’s brother, who was listening to the reports.

The brother told authorities Laparra had been missing since Saturday, and he identified him.
