Public Works has recently appointed the first of three new deputy directors as part of a major restructuring.
The appointments follow the initial report of an ongoing organizational review by consulting firm Deloitte.
Gary Clarke is the new deputy director for Development and Planning tasked with managing government’s new buildings, building upgrades and related budgets, according to a Government Information Service press release.
Mr. Clarke will also advise government ministries and departments on building-related matters.
He will be heavily involved in development and maintenance of disaster-response plans and implementation of the annual hurricane-preparedness exercise.
Mr. Clarke has a bachelor of science degree in quantity surveying, and is the first Caymanian to be a Chartered Quantity Surveyor with the Royal Institute of Chartered Surveyors.
He brings with him an impressive mix of professional qualifications and work experience that will aid management of the department’s architectural, quantity-surveying, construction, and project-management sections.
Commenting on his appointment, Mr. Clarke said he will apply the knowledge he has gained in the private sector to steer the PWD toward greater efficiency and competitiveness.
‘My goal is to translate what I know into real benefits to the department,’ he said.’
Launching his PWD career as a graduate quantity surveyor in 1999, Mr. Clarke left one year later to gain professional experience as quantity surveyor on multi-million-pound-sterling contracts for the London firm of James, Nisbet and Partners.
‘Having a unique insider’s view of the department puts me in an excellent position to appreciate the challenges we face, and to bring about transformation in a positive way,’ he said.
In his spare time Mr. Clarke is an avid cyclist. He is a also a football fan. He married Jordana Clarke in November last year.
‘One of the main objectives of the organizational review is to increase the upward mobility of young Caymanians, and I am therefore tremendously pleased with Mr. Clarke’s selection. He is energetic, well-educated, and has the necessary experience, and will be an asset to this important leadership position,’ said PWD Director Max Jones.
Mr. Clarke’s appointment will be followed by the selection of deputy directors for PWD’s other two main divisions — Works/Operations, and Finance/Administration — as recommended by Deloitte.
