Government’s Financial and HR management model reviewed

The Cayman Islands Government has engaged
a consultant to review the financial and human resource management model that
is currently in operation in the civil service, statutory authorities and government

Keith Luck, who recently completed
a four-year contract as Director General, Finance in the Foreign and Commonwealth
Office will carry out the review.

A fellow of the Chartered Institute
of Management Accounts, the FCO has hired Mr. Luck to reform their financial
and corporate systems.

His review will focus on the mechanisms
that underpin the financial and human resources management model, including the
Public Management and Finance Law and Financial Regulations.

The Integrated Resource Information
System (IRIS), which is the Oracle based system that runs all of Government’s
financial and human resource transactions will also come under scrutiny.

He will be meeting with members of government
and the private sector throughout February

  1. It would be much more re-assuring if these announcements and their remits could be stated in plain English. The way this latest consultancy is written and announced makes my heart falter. Perhaps I should say I had some 30 years experience in personnel and finance, and saw at firsthand this galloping devaluation of common sense and man management.
