It is with deep sadness that I write you on behalf of the Representatives and as the Speaker of the House of Parliament of the Cayman Islands. We are saddened to hear of the passing of a consummate public servant, Hon Mrs. Sybil Ione McLaughlin, National Hero MBE, JP, at 93 years of age.
She resided briefly in the USA and in Nicaragua to pursue her studies. She was appointed the first Clerk of the Assembly of Justices and Vestry, and Clerk of the Executive Council (now termed Cabinet).
Most importantly she was the first woman to hold post as Clerk in our Commonwealth Parliamentary Association.
To further develop her expertise in parliamentary matters she was seconded to the House of Commons in London and attached to other jurisdictions.
She was our first Speaker of the Legislative Assembly. She served nobly and honorably.
She was a religious and strong principled family oriented person.
In 1996 I was a proud minister to make Ms Sybil the recipient of the Cayman Islands highest honour of National Hero in recognition of her dedication and contribution to Cayman’s parliamentary development and was the only living hero to date, something I took much ridicule for.
She has presided over significant legislative changes for the betterment of our society. Undoubtedly, she was a dedicated and committed public servant who made sterling contribution to civil society.
Our deep sentiments and heartfelt condolences are expressed to the bereaving family and the parliament community of this highly respected and distinguished heroine of the Cayman Islands.
