The National Coalition For Caymanians government will present its first budget tomorrow, 6 Nov., outlining its expected spending and revenues for the country for the next two years.
The Strategic Policy Statement, delivered by Finance Minister Rolston Anglin on 15 Oct., gave a taster of what Cayman can expect from the 2026-2028 budget, which includes $209.5 million in revenue measures.
Those new measures are expected to include an increase in fees for the financial services industry and on stamp duty for the purchase of high-value land.
Increased spending for healthcare costs will also be included in the budget. Anglin earlier told legislators that, “in line with realistic and transparent budgeting”, his government was increasing that spending by 269%, to address the regularly underfunded line item, which for decades has had to be shored up by successive governments in supplementary budgets.
He also noted that there would be increased spending on the police service. Addressing infrastructure projects, Anglin had told lawmakers last month that work on road networks, including the East-West Arterial extension project and a new submarine communications cable, would total $323.7 million.
Anglin, who is also the minister for education, has previously vocalised his intention to bolster early education in Cayman, which he echoed at the LIFE literary conference on 1 Nov. At the conference, he announced that the budget plans included an increase in funding, from $910,000 to $2.1 million, for the Early Childhood Assistance Programme, known as ECAP.
The delivery of the national budget tomorrow will be part of the latest meeting of Parliament.
That meeting, which is expected to involve a number of sittings that will continue into December, will also include the presentation of five bills. These are Immigration (Transition) (Amendment and Validation) Bill, the Administrative Appeals Tribunal Bill, the Beneficial Ownership Transparency (Amendment) (No. 2) Bill, the Submarine Cable (Telecommunications Resilience) Bill, and the Appropriation (Financial Years 2026 and 2027) Bill.
Several annual reports from various government ministries and departments are also expected to be tabled.
