Some business owners will have to wait longer for the outcome of their applications following several deferrals at Thursday’s quarterly session of the Liquor Licensing Board of Grand Cayman.
The decision on whether to grant permission for an outside deck to be part of the licensed premises at Alfresco on Town Hall Road in West Bay is one such example.
Applicant Chesley Parsons’ application was heard at Thursday’s meeting at Custom’s Headquarters.
A Beer and Wine Licence and a Music and Dancing Licence had been granted to Alfresco at December’s meeting.
Mr. Parsons, in addressing the board, said most of his business takes place on the deck, so it would be of great benefit to have the licence there.
Chairman Mitchell Welds asked if the parcel of land containing the deck is the same as that of the restaurant, to which Mr. Parsons confirmed that it is.
When asked by board member Bernice Richards if the deck is an addition to the property, Mr. Parsons said that when he had first applied for the Beer and Wine Licence in September there had been no deck. When it was added on later he didn’t understand that it had to be added to the application, he said.
Noting that there is a little road that bypasses the restaurant and deck, Mr. Parsons said that the Lands and Survey department had told him that it is no longer accessible by traffic.
Mr. Parsons also said that he has looked into getting security.
‘If I could serve alcohol it would generate enough income for me to get a security guard in order to enforce the law at the premises,’ he said.
Deferred new applications that were further deferred because applicants were not present included that of Mr. Courtney Myles on behalf of the Cayman Islands Cricket Association for Smith Road Cricket Oval for a Retail Liquor Licence and a Music and Dancing Licence; Melba Nixon for a Package Liquor Licence for Melba’s Duty Free at Owen Roberts International Airport; Marc I. Wood for a Retail Liquor Licence at Everglo Restaurant and Bar, Bodden Town; G. Burns Rutty for Pizza Hut at Grand Harbour, Red Bay for a Retail Liquor Licence and a Music and Dancing Licence.
An application for a Package Liquor Licence by Carlton R. McDoom for Hell Liquor Store, Club Inferno Building in West Bay was heard but also deferred.
A Provisional Licence was granted to Pamela E. Myrie on her application for a Package Liquor Licence at Solo Latino Building, School House Road.
A deferred variation from Damian C. Bancroft of Puro Rey Cigars, Morritt’s Plaza, East End for the removal of restrictions placed on a Retail Liquor Licence and a Music and Dancing Licence was further deferred.
Mr. Bancroft said that since the last meeting he had not found a suitable location for his business, so he asked for a deferral in order to secure a new location. He had a certain location in mind that he was looking at.
Chairman of the Board Mitchell Welds asked if the bar is operational.
Mr. Bancroft said it is not. When the licence was approved he was still in negotiations with Morritt’s. Then they decided they didn’t want the business there because of a conflict of interest and other reasons, he said.
Decisions of the chairman that were ratified include: Permission to include a dockside bar as part of the licensed premises to Albert P. Hoffmann of Morritt’s Tortuga Club and Resort, Colliers, East End;
Change of licensee of a Hotel Liquor Licence and a Music and Dancing Licence to Valentino Salvi by Philip Maguire of the Reef Resort, Colliers, East End;
Permission to open at 11am on Sundays for Oral Masters of Blue Marlin Bar and Restaurant, Eastern Avenue, George Town;
Permission to open 9am to 6pm Monday to Saturday for Justin Martin at Winza Liquors, Unit #2, Royal Watler Cruise Terminal, North Church Street, George Town;
Permission to extend the licensed premises by 483 square feet for Carlene Hamaty of Tortuga Liquors, North Sound Road, George Town.
