Convicted murderers Osbourne Douglas and Justin Ramoon, who are fighting to return to Cayman to serve out their sentences, next week will appeal a Grand Court ruling that upheld their transfer to a UK maximum security prison.
Douglas and Ramoon, who are brothers, were sentenced to 30 and 33 years, respectively, for the 2015 gang-related fatal shooting of Jason Powery. They were transferred from Her Majesty’s Prison Northward to HMP Belmarsh in southeast London in 2017, after being deemed a security risk.

In April last year, the brothers challenged their prison transfer in a judicial review before the Grand Court. During the hearing, their attorneys argued that by transferring them to the UK, where they have no family or friends, their human rights were violated.
Douglas and Ramoon are appealing Justice Michael Wood’s judgment on that judicial review. That judgment has not yet been released to the public.
The matter is listed for a special four-day sitting of the Court of Appeal, beginning on Tuesday, 25 Jan.
