
A developer has been given the go-ahead to construct five, two-storey apartment buildings near Capts Joe and Osbert Road in West Bay.
The Central Planning Authority has granted planning permission for Bahia West Ltd., working with Trio Design architects, to erect the 40-unit complex within an area with high-density residential zoning.
Despite not complying with setback requirements and maximum unit density, which allow for 27.5 units as per planning regulations, the planning board felt there was “sufficient reason and exceptional circumstance” to grant planning permission, according to the minutes of the 19 June meeting at which the application was heard.
The minutes noted that the characteristics of the development were consistent with the character of the surrounding area, and that the proposal would “not be materially detrimental to persons residing or working in the vicinity, to the adjacent property, to the neighbourhood, or to the public welfare.
The developer, in the application, argued that the apartment complex addresses the demand for affordable housing in the area.
“Providing 40 one-bedroom units caters to individuals and small families seeking quality housing at an affordable price point. This project supports the government’s goal of promoting accessible and diverse housing options for the local community,” the company stated.
The planning authority initially heard the proposal in October, but adjourned the meeting until 19 June to further discuss the “excessive density”. The recently published minutes of that meeting, which outlined the decisions taken by members, noted that permission had been granted, but with several conditions that must be met prior to any land clearing or preparatory work.
These include the submission of a revised site plan showing a minimum of 52 parking spaces and the removal of stacked parking spaces, which the applicant had included in the original plans. The applicant was also instructed to provide a storm management plan and details of a waste management system.
Outlining its reasons for approving the application, about which concerns over parking were raised, the CPA pointed out that, until the relevant road widening is gazetted, there is room for parallel parking on the property along Capts Joe and Osbert Road.
The planning minutes noted that the board was satisfied that the site location was suitable for apartments; that there are several apartment developments in the surrounding area; and the proposed apartments are “consistent and compatible with the established building character of the area”.
The minutes also stated that there is sufficient infrastructure and amenities at this site, including a public road, water line, electrical service and grocery stores, to support the
occupants of the proposed apartments.
