Turn lane dangerous

I want express my concern over a very dangerous tendency of motorists to use middle lane on a West Bay road as a passing lane.

On Saturday morning, within five minutes, I was almost hit head on twice when

I was trying to use middle lane to make turns. I have not seen, even once, a police officer on this road. Meantime I hear people are getting tickets for driving few miles over the speed limit on absolutely empty roads. There should be ‘no passing’ signs installed.

The vehicles that are using middle lane as a passing lane are always speeding and have no time to react. Sometimes one vehicle will stop to allow another to pull out of a secondary road into West Bay road, and while it is entering middle lane, someone behind the vehicle that stopped is using it as a passing lane. This is a disaster waiting to happen. Something needs to be done to prevent it.
