The rate of growth in the development industry over the past few years has necessitated a growth in professional staff at the Cayman Islands Planning Department.
‘Our new staff members have helped our department give improved customer service to meet the demands of the development,’ Director of Planning Kenneth Ebanks said in a press release.
Hiring of additional building inspectors, planners and a compliance officer is in the process and these vacancies should be filled early in ’07.
Besides the new staff, there have been several department members who’ve moved into areas of greater responsibility including Shondel Bodden who is now a Senior Building Inspector (Electrical) and James Smith who is now a Senior Building Inspector (Plumbing).
New planning staff
Mark Schnaufer worked in the private sector as a planning consultant in California and Arizona before joining the department’s Policy Development and Research Section as a Planning Officer in March 2006. Mark received a master’s degree in planning from the University of Arizona, Tucson and is accredited with the American Institute of Certified Planners.
Darren Enns joined the Policy Development and Research Section of the Planning Department in October as a Planning Assistant I, and is involved in the drafting of the much anticipated revisions to the Development Plan for Grand Cayman. Darren previously worked for EKISTICS Town Planning of Vancouver, Canada, where he was the project planner for the 2010 Olympic Athlete Village in Whistler, BC. Darren has over five years of experience in both the public and private sector, has a Masters degree in Planning from the University of BC, and is an accredited member of the Canadian Institute of Planners.
Colleen Stoetzel was employed for a private consulting firm in California before taking up the post of Planning Officer in March 2006. Colleen has degrees in planning from St. Cloud State University in Minnesota and the University of Arizona, Tucson and is accredited with the American Institute of Certified Planners.
Kayla Bryson moved from Austin, Texas in September 2006 to join the department as a Planning Assistant I. Kayla worked in the planning field in Texas and has a degree in geography and urban planning from Texas State University.
Andre Yates started with the Building Control Unit in September 2006 as the Senior Building Inspector (Structural). Prior to BCU, this young Caymanian worked for the Department of Environmental Health for 10 years as the department’s solid waste engineering officer. He attended Florida Institute of Technology and has a Bachelor of Science degree in Civil Engineering (BSCE).
Charles Alberga is a familiar figure in the local electrical industry with over 20 years experience. He joined the department in February 2006 as a Building Inspector (Electrical) and has found the transition from private sector to government inspector an easy one. Mr. Alberga was one of the industry volunteers who helped review assisted the Planning Department after Hurricane Ivan with the review of electrical plans.
Garth Tibbetts joined the department in September 2006 as a Building Inspector (Electrical). Garth attended the Community College of the Cayman Islands for one year after leaving High School and has worked in the electrical field for sixteen years, eleven of which he was self-employed.
Dermott Murphy worked in the Pacific Northwest before joining the department in April 2006 as a Plans Examiner. Dermott has 20 years experience in the construction industry and recently worked in the private sector in the Tricities area of Washington State as a plans examiner and as a project manager for midsize commercial projects.
Robert Boyles moved from Texas to join the Planning Department in April 2006 as a Building Inspector (Structural). Robert has over 27 years experience as an inspector and began his career as a plumbing inspector. For over 22 years he worked in the administrative building department in Humble and was chief executive building official when he left municipal government to pursue his own consulting business.
Rose Marie Eden joined the department as a clerical officer in the summer after working for over 22 years in the local car rental industry. It was that paced industry that helped Rose Marie cultivate her customer service skills which are apparent as she answers the phone and greets customers to the department.
