For your suggestions to work and be effective, the political control of the work-force to drive this private-sector oriented economic model has to be surrendered by separating the labour factor of the economy from the Immigration factor of border control.
One is purely economic in nature, the other should only have to do with national security; the two functions are not compatible in your model.
But now, you are asking the political/public sector element of the equation to give up control of the economic factors that they hold very dear to their hearts but have little or no business acumen to handle. The economic performance of successive governments since what used to be Executive Council into a Cabinet of ministers is stark proof of that fact.
