Public meetings to be held on ReGen environmental impact

Three public meetings are scheduled to be held later this month at which residents will be briefed on a draft environmental statement about the ReGen project at the George Town landfill.

The draft statement, prepared by specialist consultancy company GHD, will be released on Friday, 18 Aug., and will be available on the Department of Environment and ReGen websites.

The ReGen project is a public-private partnership between the government and a Dart consortium. The deal to replace the landfill with a waste-to-energy and recycling plant was signed between Dart and the Progressives-led government in March 2021.

Ongoing discussions over finalising the terms of the project have stalled both the environmental assessment and the financial close of the deal. Earlier this month, the PACT government announced that the financial close had been rescheduled again to the end of September this year.

The Environmental Assessment Board is inviting the public to open house meetings on 28, 29 and 30 Aug. where they can review the draft environmental statement and discuss the project with the consultants, the Dart consortium and the government.

GHD developed the draft based on the terms of reference approved by the board in October 2021.

“The draft environmental statement is a written report of the EIA process and provides a technical evaluation of potential environmental impacts that may be expected because of construction and operation of the proposed ReGen project,” the board stated.

The public consultation period on the draft environmental statement will run for 21 days, from 18 Aug. to midnight on 7 Sept.

The comments and feedback from members of the public will be collated by the Environmental Assessment Board, which will be reviewed by the board and the Dart consortium and considered in the finalisation of the environmental statement.

Meeting times and locations

  • Monday, 28 Aug., Harquail Theatre, George Town.
  • Tuesday, 29 Aug., John Gray Memorial Church Hall, West Bay.
  • Wednesday, 30 Aug., Mary Miller Hall, Red Bay.

The meetings will be held from 6-9pm, with presentations beginning at 7pm.

The open house meeting on Monday, 28 Aug., will be broadcast via CIGTV and the recordings will be made available for viewing after the session, organisers said.

Hard copies of the environmental statement will be available for review from Friday, 18 Aug., at the Government Administration Building on Elgin Avenue, George Town; the Department of Environment office at North Sound Road; Bodden Town Public Library; George Town Public Library; Cayman Brac District Administration Building; and National Trust House on Little Cayman.
